they cannot be attended to by an English Clerk, if they so wish.
If a trained Postmaster were brought from En-
gland to conduct the Post Office here the question is what
reforms could he make and how. The Postal work is done in Hong-
Kong as far as the accommodation and local conditions permit
in the same manner as in the Post Offices in England, and not
that delivery work and the postmarking of letters is done by
Chinese here whereas in England it is done by Englishmen.
A trained Postmaster would not be able to in-
prove the staff we have; what is really wanted is to have at
least two more British born Clerks in the office and fewer
of the cheap and unreliable junior clerks.
